How many posts do you have on your site, and what’s your PHP memory limit set to, and your PHP max execution time; you may want to bump up both of those values, and consider using a caching plugin. Have you tried this with gzip compression off or sitemap indexes off to see what it does?

I’ve tested this, and found that generating a sitemap with that many posts can take at least 60 seconds, and 288MB of memory; so at least temporarily, I would suggest raising your WP_MEMORY_LIMIT in your wp-config.php to 512MB and raising your Max Script Execute time to at least 120 (2 minutes). If your sitemap might be accessed a lot, I’d suggest unchecking the Dynamically Generate Sitemap option so that it just generates static files. And we will work on a solution to better handle sites with tens of thousands of posts.

You shouldn’t need an extra <?php tag in your wp-config.php; just put that define right above or below the line for WP_DEBUG.

That should be fine then, there’s nothing wrong with that line. Also don’t forget to bump up your PHP execution time, preferably in the All in One SEO Pack Pro Performance settings, and/or by doing this early on, in your wp-config.php or in a plugin:
